Campus Anti-Semitism: Law, Policy, and Advocacy December 11, 2013
Kenneth L. Marcus will address actual and potential legal responses to the recent resurgence of anti-Semitism in American higher education with particular emphasis on Title VI of the Civil Rights Act of 1964; the First Amendment of the U.S. Constitution; regulations and guidance from the U.S. Department of Education's Office for Civil Rights (OCR); and recent cases decided by OCR. Additionally, the presentation will explore the tensions between civil rights and civil liberties that arise in these cases; the gaps and limitations in existing legislation; and techniques for effective legal advocacy in this field.
