Elevating the Special Envoy to Monitor and Combat Anti-Semitism

The Brandeis Center applauds the ongoing efforts by Congress to elevate the position of  Special Envoy to Monitor and Combat Anti-Semitism to ambassadorial status. The special envoy position, created in 2004, is defined by the Foreign Affairs Manual as “one designated for a particular purpose, such as the conduct of special negotiations and attendance at coronations, inaugurations, and other state ceremonies of special importance.” Importantly, the Special Envoy position is appointed by the Secretary of State, rather than the President. The new bill, which elevates this office to an ambassadorial position, shifts this appointment authority to the President, and requires senate confirmation, adding an important layer of gravitas to the notion of combatting anti-Semitism within American governance. The bill, formally presented to the President last week, boasts eighty-seven cosponsors.

The Brandeis Center has long advocated for the further strengthening of these functions within the United States and around the world. Current Special Envoy Elan Carr has done an incredible job in securing effective accomplishments in the Special Envoy position, such as advocating for the adoption of the International Holocaust Remembrance Alliance Working Definition of Antisemitism, and allocating sufficient funds to ensure that necessary resources are available to protect and defend Jews across the world who are victims of anti-Semitism. Just recently, the Brandeis Center hosted a webinar with Special Envoy Elan Carr, who discussed US-led efforts to combat global anti-Semitism, including the encouragement of philo-semitic narratives internationally.

As the nation – and the world – continues to experience an increase in Jew-hatred, increasing the status of the Special Envoy position will signal the United States’ commitment to protecting its citizens, their religious freedom, and their right to be free from all forms of discrimination. Moreover, elevating this position to ambassadorial rank will enhance the worldwide leadership role that the United States has forged in combating global anti-Semitism.
