From 2007 to 2009, Dr. Troy was the Deputy Secretary of the U.S. Department of Health and Human Service – the second in command and chief operating officer of the largest civilian department in the federal government. Before arriving at HHS, Dr. Troy served at the White House as Deputy Assistant to the President for domestic policy. Dr. Troy was also the White House Jewish Liaison, acting as President Bush’s main adviser on Jewish issues and the administration’s point person with the Jewish Community.
