The Brandeis Center (LDB) and the Anti-Defamation League (ADL) filed a complaint with the U.S. Education Department’s Office for Civil Rights (OCR) against Berkeley Unified School District (BUSD), on behalf of the many parents in the District whose children have been subjected to severe and persistent harassment and discrimination on the basis of their Jewish identity. According to the complaint, BUSD teachers are using BUSD resources to teach anti-Israel propaganda and promote walkouts demeaning Israelis and calling for the elimination of Jews. The walkouts take place during school hours and result in students leaving their classrooms, missing lessons, exiting the school building, and walking down public streets to locations off campus. Jewish students who refuse to join are left alone and without instruction. In this climate, anti-Semitic bullying has escalated, as students are emboldened to emulate their teachers and perpetuate the hostility against their Jewish classmates. LDB and ADL urge OCR to investigate BUSD for violations of Title VI of the Civil Rights Act of 1964, and ensure the District is responding, as it must, to eliminate the hostile environment at BUSD schools and prevent it from recurring.
