Shirley Hamilton Hartman is a nationally respected advancement executive and fundraising strategist with nearly three decades of experience leading transformational development programs across higher education, national nonprofits, political campaigns, and humanitarian organizations. A Certified Fundraising Executive (CFRE), she is widely recognized for her ability to design and execute high-impact fundraising strategies, build inclusive teams, and integrate philanthropy with public affairs and advocacy for lasting results.
Shirley most recently served as Chief Development Officer at George Mason University, where she led strategic philanthropic efforts in support of a $1 billion comprehensive campaign. Under her leadership, fundraising revenue increased 17-fold and alumni participation doubled through the integration of annual, major, and planned giving strategies. Previously, she served as Vice President of Development for Spirit of America, raising $38 million in response to the war in Ukraine and building a sustainable philanthropic model for crisis-driven humanitarian relief. Shirley holds a Master of Public Administration from George Mason University and a BA in Economics and Political Science from Hartwick College. She has served in leadership roles with the Association of Fundraising Professionals (AFP), Women in Development, and various community boards. Her work has been recognized with the National Audubon Society’s New Star Award and The Salvation Army’s Achievement Award.
